Documents: Moved Filters and Search Bar out of Sidebar

New location for search and filter
Updated the Company and Project level Documents tool to move the search and filters from the sidebar to the top of the page. Eventually, we will be moving all of the contents of the Documents tool's sidebar to new locations in the tool.
Why is this important?
This is a part of a larger design effort to progressively remove the sidebars from tools in order to provide more real estate on the page.
