Drawings: Updated Vector Hyperlink Detection

Enables Procore to find any vector text on drawing and create a rectangular hyperlink over the top of the text.
This initial release, will show the new turquoise rectangle hyperlinks if the file is vector. If raster, users will still see the old turquoise circle hyperlinks. This release also will currently just detect sheet numbers, but look for more functionality and callouts to come.
Why is this important?
This is a small OCR detection improvement for the initial release, but opens up much more detection opportunities in future releases.

The new feature only affects newly uploaded drawings. Existing drawings must be uploaded again for the update to go into effect.

The Mobile apps will automatically show the new hyperlinks.
